Plumas County seeks consultants to update its general plan safety element; proposals due Nov. 20
The Plumas County Planning Department posted a request for proposals on Oct. 13, 2026, for a consulting firm to update the Public Health & Safety Element of the 2035 General Plan and prepare the related CEQA documentation. Proposals are due by 5 p.m. Friday, Nov. 20, 2026.
The Plumas County Planning Department issued a request for proposals (RFP) on Oct. 13, 2026, inviting consulting firms with general plan safety element experience to update the Public Health & Safety Element of the Plumas County 2035 General Plan and prepare the associated California Environmental Quality Act (CEQA) documentation. The current element was adopted by the Board of Supervisors on Dec. 13, 2017.
Why now. The RFP says state law requires periodic updates to the safety element. On Dec. 20, 2022, the Board of Supervisors adopted Resolution 2022-8755, directing the Planning Department to amend the element to comply with Senate Bill 379 (climate change adaptation and resilience) and state wildfire hazard legislation, and to send the public review draft to the State Board of Forestry and Fire Protection and every local agency that provides fire protection to the unincorporated county. The county adopted its Multi-Jurisdictional Local Hazard Mitigation Plan Update on June 16, 2026.
What the work covers. The county wants the consultant to focus on four sections: general health and safety policies, wildland fire hazards and fire protection, emergency operations, and healthy communities. Tasks include a climate vulnerability assessment that builds on a draft about 50% finished around 2021, updated fire hazard and evacuation route information, policies for residential developments without two emergency evacuation routes, and a review by the State Board of Forestry and Fire Protection at least 90 days before adoption. The scope assumes three virtual community meetings, three Planning Commission workshops, a Planning Commission hearing and a Board of Supervisors adoption hearing.
Key dates. Written questions are due by email by 5 p.m. Friday, Oct. 23; the county plans to post answers as an addendum on the Planning Department website by 5 p.m. Monday, Oct. 26. Proposals are due as PDF files by email by 5 p.m. Friday, Nov. 20, 2026. The county's tentative schedule lists interviews Dec. 7–11, notice to the preferred firm on Dec. 21 and contract execution by the Board of Supervisors on Jan. 19, 2027, all subject to change.
How to respond. The county says phone inquiries will not be answered and all communication must be in writing by email to Planning Department Executive Assistant Lidia Hinojosa (lidiahinojosa@countyofplumas.com).
