California and France sign climate and clean-energy partnership (Oct. 9, 2026)

Gov. Gavin Newsom and French Minister Monique Barbut signed a letter of intent in San Francisco on Oct. 9, 2026, to share work on wildfire, extreme heat, power grids, clean transportation and farming.

Gov. Gavin Newsom and Monique Barbut, France’s minister for ecological transition, signed a letter of intent in San Francisco on Oct. 9, 2026, starting a new partnership between California and France.

The two sides plan to trade expertise on preventing wildfire and heat illness, modernizing power grids (including France’s grid operator and California’s energy agencies), cleaner transportation including high-speed rail, climate-smart farming and pest control, air quality and methane, and cutting waste. Both aim to conserve 30% of lands and coastal waters by 2030.

CalEPA will lead California’s side and write an action plan with the French ministry. The state business office (GO-Biz) and the French consulate in San Francisco will connect businesses and researchers. The state says it has signed more than 70 international partnerships under this administration.
