California posts its Engaged California report on what residents want from state AI policy

The State of California released a report on Oct. 13, 2026, summarizing public input gathered through Engaged California, the state’s online public-input platform, on how artificial intelligence should be developed, used and governed. The three most-supported themes were holding AI companies accountable for harm, protecting people and the environment from AI’s resource needs, and setting rules for safe use.

Governor Gavin Newsom’s office announced on Tuesday, Oct. 13, 2026, the release of a report summarizing what Californians said about artificial intelligence through Engaged California, the state’s online public-input platform.

What the report covers. The report gathers residents’ priorities for how AI should be developed, used and governed. It comes from the first statewide use of Engaged California, which the state says was opened to every resident in May 2026.

Top themes. According to the state, three themes came up most often and drew the strongest support: holding AI companies accountable for harm they cause; protecting people and the environment from the resource needs of AI; and setting rules for where and how AI can be used safely. The release says participants also raised data center transparency, bias testing before public release of AI models, and more independent study of AI companies’ claims, while some cautioned against overregulation.

How it will be used. The state says the recommendations will help guide AI policy decisions. The full list of recommendations is in the final report.

About Engaged California. The platform began as a pilot after the Los Angeles firestorms, when affected residents helped set recovery priorities that led to 19 recommendations for government action. The program is run by the Government Operations Agency and the California Office of Data and Innovation, working with Carnegie California, the West Coast office of the Carnegie Endowment for International Peace.
