Dark Skies ordinance. The council will consider the first reading and introduction of a Dark Skies ordinance. The draft in the agenda packet adds color temperature rules for outdoor lighting and keeps outdoor LED lighting at or below 3000 Kelvin, which it calls the "warm color" standard. It would require full-cutoff fixtures aimed or shielded to reduce glare and light trespass, limit how high flood and spot lamps can point, and set maximum light levels at property lines (0.5 footcandles next to residential or agricultural uses, 1.0 next to office or institutional uses and 1.5 next to commercial or industrial uses). The draft would apply to new permitted development and to major expansions or lighting replacements.
Other business. The agenda includes a presentation by District 4 Rabun County Commissioner Kent Woerner on the Rabun County ambulance service.
