EPA announces proposal in Dubuque County to reallocate all additional 2025 refinery exemption volumes

At the Dubuque County Farm Bureau, EPA Administrator Lee Zeldin announced a proposal to reallocate 100 percent of additional 2025 small refinery exemption volumes under the Renewable Fuel Standard. EPA also said a $2 million federally funded project is planned at Dubuque’s Water & Resource Recovery Center.

The U.S. Environmental Protection Agency said Administrator Lee Zeldin announced the agency’s proposal to reallocate 100 percent of additional 2025 small refinery exemption volumes under the Renewable Fuel Standard during a stop at the Dubuque County Farm Bureau in Iowa.

What the proposal does. Small refinery exemptions relieve some refineries of their renewable fuel obligations. EPA says reallocating those exempted volumes is meant to keep demand for crops used in biofuels from falling. EPA describes the step as a proposal; it would take effect only if finalized. The agency said it had committed to propose full reallocation by the end of October.

Dubuque water project. EPA said the administrator toured Dubuque’s Water & Resource Recovery Center, where a $2 million federally funded project is planned to upgrade the facility’s capacity to treat high-strength waste so it can better serve local residents and businesses.

Other Iowa stops. EPA said the three-day trip also included a visit to an ethanol facility in Dyersville, a stop at an aftermarket parts maker in Altoona to discuss right-to-repair guidance, a farmers’ roundtable in Monticello on Oct. 12 with state farm and commodity groups, and a visit with veterans in Dubuque, before ending at a family farm in Cuba City, Wisconsin.
