Deschutes County Commission holds Oct. 22 hearing on Sisters Urban Growth Boundary expansion

The Deschutes County Board of Commissioners will hold a public hearing at 4 p.m. Thursday, Oct. 22, 2026, at Sisters City Hall on a City of Sisters proposal to add nearly 319 acres on the northeast side of its Urban Growth Boundary. The public can comment in person or online.

The Deschutes County Board of Commissioners will hold a public hearing on Thursday, Oct. 22, 2026, on a proposed expansion of the City of Sisters Urban Growth Boundary (UGB).

The proposal. After informational meetings and input from a citizen advisory committee, Sisters city officials proposed expanding the UGB to meet community needs for housing, jobs, parks and open space. The proposal would add nearly 319 acres on the northeast side of the existing boundary. The county posted a map of the proposed area on its project page.

Why the county votes. Under an agreement between the City of Sisters and Deschutes County, both governments must approve UGB changes. The Board will review the proposal and take public comment before deciding. If approved, the county would update its Comprehensive Plan to include the expansion properties, preparing the land for possible future annexation into city limits.

When and where. 4 p.m. Thursday, Oct. 22, at Sisters City Hall. The public may attend and comment in person or take part online; login information and the agenda are posted at deschutescounty.gov/meetings. The county lists Senior Planner Kyle Collins (541-383-4427) as the contact.
