Oregon Elections Division takes comments on updated filing manuals; virtual hearing Nov. 16

The Oregon Secretary of State's Elections Division proposes changes to rule OAR 165-010-0005, which designates the state's filing manuals, updating them for the 2028 election cycle. A virtual public hearing is set for Nov. 16, 2026, and written comments are accepted until 5 p.m. Dec. 2.

The Oregon Secretary of State's Elections Division sent a notice of proposed rulemaking on Tuesday, Oct. 13, 2026, for Oregon Administrative Rule 165-010-0005.

What the rule does. The rule designates the official manuals that people use when filing for office and that political parties use, including the State Candidate Manual, the County, City and District Candidate Manual and the Political Party Manual.

What would change. The division says the State Candidate Manual would drop election-specific filing dates, withdrawal deadlines and certain signature requirements, and would point filers to the Secretary of State's website for current deadlines instead. The county, city and district manual and the party manual would be updated with 2028 election dates and current requirements. This is a corrected filing that replaces the rule's attachment and adds material on pages 10 to 12.

Why. The division says keeping deadlines on the website makes them easier to update and find, while the manuals focus on procedures and qualifications that generally stay the same from one cycle to the next.

Have your say. A public hearing will be held online through Microsoft Teams on Monday, Nov. 16, 2026, from 2:30 to 3:30 p.m. Written comments go to the Elections Division until 5 p.m. Wednesday, Dec. 2, 2026. Details are on the division's rulemaking page (https://sos.oregon.gov/elections/Pages/rulemaking.aspx), and the proposed changes are posted with tracked edits (https://sos.oregon.gov/elections/Documents/2026-10-07-Filing-Receipt-Tracked-Changes-165-010-0005.pdf).
