Whatcom County, Washington, has posted the minutes of the July 27, 2026, meeting of its Developmental Disabilities Advisory Board in the county's Agenda Center. The board met in a hybrid format, in person and on Zoom. Six members attended and three were absent, and the board approved its March 23, 2026, minutes 6-0.

Rental help for families: county staff reported on a developmental disabilities rental assistance program that launched in March in partnership with Opportunity Council. Households qualify if their income is at or below 60% of area median income and they include at least one person age 5 or older enrolled with the state Developmental Disabilities Administration (DDA). Help can cover up to three months or $3,000 of past-due rent or utilities, deposit assistance, the current month's rent, and one additional month of future rent for severely cost-burdened households paying 50% or more of income on housing. Assistance is one-time per household per calendar year. Ten households had been served as of the meeting, nine of them severely cost-burdened. School to work: staff said the county's school-to-work navigation program connects students with employment services and job coaches before graduation. About 60% of eligible graduates statewide say they want to pursue a job after leaving school, and since students gained the option in 2024 to stay in services through age 22, the number choosing to do so rose from 5 to 15.

State DDA updates: a DDA representative said 14 people in Region 2 have been affected by new federal Medicaid eligibility rules tied to citizenship and refugee status, with termination notices expected to start going out within weeks of the meeting and limited state-only funds being prioritized for people with the highest care needs. Broader Medicaid work requirements are expected to begin taking effect from late 2026 into 2027. Other updates covered a new case manager position under the Health-Related Services and Needs program, including short-term stay funding for people facing homelessness or crisis; a statewide bill reducing restrictions under the Community Protection Program; and the state Parent to Parent contract operating month to month while large state contracts are reviewed.

Also on the agenda: a staff briefing on federal changes the board flagged as concerns, including a Justice Department memo on how the Americans with Disabilities Act's integration mandate is read and a plan to split special education oversight between the Justice Department and Health and Human Services, and a Disability Pride Month presentation on the history of disability rights law. Fun fact from the history lesson: Washington passed the nation's first mandatory special education law in 1971, years ahead of the federal government.
