Notice Nearby launches the most sophisticated public notice system, permanently anchoring every paid notice on Base

OREGON CITY, ORE. — September 6, 2026 — Notice Nearby today launched noticenearby.com, an online public-notice publisher that places the words, signs the proof, and permanently fingerprints every paid notice on Base. Today’s most sophisticated public notice system. Publish. Prove. Anchor forever.

The site is in soft launch as an affidavit publisher of record where an online publisher qualifies. In New Jersey, Virginia, and Florida, Notice Nearby offers Legal Publication: a paid public placement on this register plus an Affidavit of Publication signed by the Publisher. The public URL is the official placement. Counsel confirms how that record fits a particular filing.

In every other state, Notice Nearby offers Public Register Placement: a paid one-year public posting and a Placement Certificate. The certificate is publisher proof of posting on this register — not a court affidavit.

Every paid notice receives the same proof stack. Notice Nearby assigns a publication number, stores the full notice text on noticenearby.com, computes a SHA-256 of the canonical text, and signs a receipt with HMAC-SHA256 stored in Postgres. The content hash — with the publication number, notice id, and timestamp — is permanently anchored on Base, an Ethereum Layer 2. The complete notice never goes on-chain. Signed proof PDFs carry the official publisher signature and a watermarked Page X of Y layout so a downloaded file stays tied to the live record.

Customers pay through Stripe Checkout. A receipt email confirms the notice is live and points to My Notices. After Publisher review, the signed affidavit or placement-certificate PDF usually follows in about 1–2 hours on average — typical, not a guaranteed turnaround. My Notices is magic-link only: enter the checkout email, receive a one-time sign-in link, and reopen the public URL, proof page, and PDF. There are no customer passwords.
