The Kentucky Transportation Cabinet (KYTC) is asking engineering firms for proposals to help oversee construction of Section 2 of the I-69 Ohio River Crossing in Henderson County. The request is part of KYTC Procurement Bulletin 2027-04, and the response window opened Tuesday, Oct. 13, 2026.
What the job is. Section 2 runs about 5.5 miles, from US 60 north to Section 3 south of Evansville, Indiana. KYTC and the Indiana Department of Transportation are building it through design-build, and KYTC is the lead oversight agency. The firm picked will help with contract administration, construction oversight and inspection, materials sampling and testing, and quality assurance, and will assign a resident engineer as the single point of contact for both states.
Money. KYTC lists an approximate fee of $50 million for construction engineering and inspection, paid with state or federal funds, with costs shared by Kentucky and Indiana. KYTC item number 2-1088.50.
Why it matters. The crossing is part of the larger plan to connect I-69 in Indiana with I-69 in Kentucky. This contract is for oversight firms; it does not by itself change traffic.
Key dates for all four requests: proposals are due Wednesday, Nov. 4, 2026, by 4:30 p.m. Eastern (Frankfort time). KYTC lists a first selection meeting on Nov. 9 and a final selection on Nov. 20, and says dates other than the response date are tentative.
Who can respond: consultant engineering firms prequalified by KYTC. Responses go in electronically through the KYTC Professional Services Consultant Portal (https://apps.transportation.ky.gov/professionalservices); KYTC will not take paper copies.
