Kentucky highway contracts: KYTC seeks firms for I-69 Ohio River Crossing inspection, I-71 widening design and statewide bridge work, proposals due Nov. 4, 2026

The Kentucky Transportation Cabinet’s Procurement Bulletin 2027-04 asks prequalified engineering firms for proposals on four contracts: about $50 million of construction engineering and inspection on Section 2 of the I-69 Ohio River Crossing in Henderson County, design to widen I-71 to six lanes in Oldham County, seven statewide roadway design contracts and four statewide bridge inspection packages. Proposals are due Nov. 4, 2026.

The Kentucky Transportation Cabinet (KYTC) has put out Professional Services Procurement Bulletin 2027-04 for October 2026. It asks engineering firms for proposals on four highway contracts, and the response window opened Tuesday, Oct. 13, 2026.

The biggest item is in Henderson County. KYTC, which leads oversight of the I-69 Ohio River Crossing with the Indiana Department of Transportation, wants a firm to help run construction engineering and inspection on Section 2, a stretch of about 5.5 miles. The approximate fee is $50 million, and Kentucky and Indiana share the cost.

In Oldham County, KYTC is looking for a design firm to plan widening I-71 from four lanes to six between KY 393 and KY 53. Two statewide requests round out the bulletin, one for roadway design help and one for bridge inspections. All proposals are due Nov. 4.

The four requests

  • Henderson County, I-69 Ohio River Crossing, Section 2 (item 2-1088.50): KYTC wants a firm for construction engineering and inspection on about 5.5 miles of I-69, from US 60 north to Section 3 south of Evansville, Indiana. The approximate fee is $50 million, with costs shared by Kentucky and Indiana. The section is being built through design-build.
  • Oldham County, I-71 (item 5-483.20): KYTC wants a firm for preliminary engineering and environmental work to widen I-71 from four to six lanes between KY 393 (mile point 18.0) and KY 53 (mile point 22.4), about 4.4 miles. The goals are safety, truck movement and less congestion. The approximate fee is $3 million, lump sum.
  • Statewide roadway design services: KYTC will pick seven firms for two-year, as-needed contracts covering surveying, preliminary engineering, final roadway design and related work, plus special jobs such as trails. Each contract has a $2 million cap, and no single assignment may exceed $500,000 without the State Highway Engineer’s written approval.
  • Statewide bridge inspection services for in-state bridges: KYTC will pick four firms, one per contract package, to inspect bridges on routes such as I-24, I-64, I-65, I-75, I-275 and the Western Kentucky Parkway, in counties from Livingston and Marshall to Kenton, Fayette, Jefferson and Breathitt, with inspection dates from March 2027 into 2028. The four packages total about $3.4 million.

Dates and how to respond

Key dates for all four requests: proposals are due Wednesday, Nov. 4, 2026, by 4:30 p.m. Eastern (Frankfort time). KYTC lists a first selection meeting on Nov. 9 and a final selection on Nov. 20, and says dates other than the response date are tentative.

Who can respond: consultant engineering firms prequalified by KYTC. Responses go in electronically through the KYTC Professional Services Consultant Portal (https://apps.transportation.ky.gov/professionalservices); KYTC will not take paper copies. Instructions: https://transportation.ky.gov/ProfessionalServices/Pages/Respond-to-an-Announcement.aspx. Firms must also disclose any use of artificial intelligence or machine learning on an awarded contract, under the Commonwealth Office of Technology policy.

Why it matters to drivers

These are contracts for engineering firms, not road closures. Nothing changes on the roads yet. The I-69 crossing work is part of the long-planned link between I-69 in Indiana and I-69 in Kentucky, and the I-71 design is an early step before any widening could be built.
