Access to the White House Is Not a Media Right
A court can open a door. It cannot invent a media entitlement to the briefing room.
Staff position is the file src/data/flag-staff.json: position full or half, a short reason, and optional effective_from / effective_until dates in America/Los_Angeles. Default is full staff. /flag?staff=half shows the lowered flag as a labeled preview and does not change the file.
