Astoria hosts Oregon's land use commission Oct. 22-23: housing rules, climate plan and a waterfront tour
The Land Conservation and Development Commission meets in person in Astoria and online Thursday and Friday, Oct. 22-23, 2026, with votes on middle housing rules, a public comment period and a Friday walking tour of the Columbia River waterfront.
Oregon's Land Conservation and Development Commission (LCDC), the state board that sets the rules for land use planning, is bringing its October meeting to Astoria. The two-day meeting runs Thursday and Friday, Oct. 22-23, 2026, at the Holiday Inn Express in Astoria, and it is hybrid, so people can also watch or testify online, according to the Oregon Department of Land Conservation and Development (DLCD).
On Thursday, Oct. 22, Chair Lazo opens the public part of the meeting at 10:30 a.m., with a welcome from Astoria Mayor Sean Fitzpatrick. (The posted meeting details list an 8:15 a.m. start for the day, so check the agenda for exact times.)
Thursday's action items are two sets of rules under the Middle Housing Oregon Homes program (Divisions 46 and 47); a public hearing and commission action on the Salem-Keizer Scenario Plan; and a public hearing and action on a Clackamas County amendment to its Willamette River Greenway design plan.
The commission will also get a briefing on DLCD's draft work plan for Executive Order 25-26 on climate resilience, and it will take public comment on that plan. The last item Thursday is open public comment on anything not elsewhere on the agenda.
On Friday, Oct. 23, commissioners start at 8:30 a.m. with a walking tour of Astoria led by DLCD's Ocean and Coastal Services Division. The tour runs until about 11:30 a.m. and covers the Columbia River waterfront and downtown, with stops on working waterfronts and industrial businesses, Oregon's statewide coastal planning goals, and city housing projects.
Back at the hotel around 11:30 a.m., the commission holds a lunch listening session on industrial land readiness with invited guests from the public and private sectors. Director Bateman then gives the director's report, and commissioners close with updates from the regions they represent.
