Oregon truckers: weight-mile tax drops from 85 rates to 10 on July 1, 2027, so check registered weights at your next renewal

The Oregon Department of Transportation says House Bill 3991 will simplify the state's weight-mile tax for trucks starting July 1, 2027, basing it on each vehicle's registered weight. ODOT is asking carriers to line up their registration weights with their 2027 plans now, and every carrier will have to complete a one-time amendment in spring 2027.

The Oregon Department of Transportation's Commerce and Compliance Division (CCD) sent carriers a heads-up on Oct. 12, 2026, about changes coming to Oregon's weight-mile tax (WMT) under House Bill 3991. The big changes take effect July 1, 2027, but ODOT says carriers should think about them before their annual renewal.

What changes July 1, 2027. The tax table shrinks from 85 rates to 10. Each truck will pay based on its registered weight, the weight printed on the cab card, instead of carriers declaring and reporting several weights for different vehicle setups. ODOT says that means simpler reporting and record keeping.

Before you renew. ODOT asks all carriers to review how they register and use their equipment, make sure registration weights match their operating plans for 2027, and keep registering at the highest weight they intend to run. That last rule is not changing.

Need to run heavier once in a while? After July 1, 2027, carriers can buy a temporary registration weight increase for $5. It applies to one vehicle and lasts 10 days, and it can be bought as often as needed. But for that vehicle, all weight-mile miles in that monthly or quarterly reporting period must be reported at the higher weight, not just the miles driven during the 10 days.

Temporary passes and trip permits. Trucks on temporary passes will pay based on the Oregon registered weight on the cab card. If Oregon is not listed on a vehicle's registration, it will need a vehicle registration trip permit, and the tax weight will be the weight shown on that permit.

Coming in spring 2027: a required one-time amendment. Every carrier will have to complete a Mandatory One-Time Amendment (MOTA), reviewing its enrolled vehicles and confirming or updating their registered weights in Oregon Trucking Online (TOL). ODOT encourages carriers without a TOL account to request access before then.

Fees. The $5 per-vehicle reinstatement fee goes away July 1, 2027, while the $25 suspension fee stays. Among flat fees, the wood chip flat fee ends, the log flat fee rate goes down, and the sand and gravel dump flat fee rate goes up. Haulers of those loads should compare both tax options.

Tow trucks and toters under 26,001 pounds should read ODOT's FAQ and contact CCD for renewal help. Phone numbers from ODOT: Commercial Registration, 503-378-5983; International Registration Plan, 503-378-6643.
