Ended: The National Weather Service in Mount Holly cancelled this Flash Flood Warning at 4:31 a.m. EDT Monday, Oct. 12 (1:31 a.m. PDT), ahead of its 5:45 a.m. end time. Water can stay on low roads and underpasses after the rain stops, so do not drive through it. Essentials: Flash Flood Warning from the National Weather Service in Mount Holly, N.J., for east-central Delaware County (the same warning covers southern Philadelphia County). Issued 2:38 a.m. EDT Monday, Oct. 12. In effect until 5:45 a.m. EDT (2:45 a.m. PDT).

What is happening: At 2:38 a.m. EDT, Doppler radar showed thunderstorms with heavy rain over the area. Between 1 and 2 inches of rain have already fallen, and rain could come down at 1 to 2 inches an hour. NWS says flash flooding is happening now or will start shortly. Small creeks and streams, city streets, highways, underpasses and low spots can flood.

Where: Places NWS named include Philadelphia, South Philadelphia, Center City, Kensington, Roxborough, Morris Park, Philadelphia International Airport, Yeadon, Folcroft, Swarthmore, East Lansdowne and Darby Township. Highways in the warning: I-95 between mile markers 8 and 30, I-76 between mile markers 340 and 351, I-676 between mile markers 0 and 1, and I-476 between mile markers 6 and 7.

What to do: Turn around, don't drown. Never drive into a flooded underpass or street; six inches of moving water can knock you down and one to two feet can carry away a car. It is dark, so flooded roads are hard to see. If you are heading to the airport or out early, check your route first. If water rises near you, move to higher ground.
