Travis County, Texas: TCEQ to consider renewing West Travis County PUA wastewater permit that includes direct potable reuse, Oct. 21, 2026
The Texas Commission on Environmental Quality will consider renewing the West Travis County Public Utility Agency’s permit to dispose of up to 1.8 million gallons a day of treated wastewater by irrigation, subsurface drip and up to 567,410 gallons a day of direct potable reuse, with no discharge into state waters, at its Oct. 21, 2026, meeting.
The Texas Commission on Environmental Quality (TCEQ) has posted its final agenda for its Wednesday, Oct. 21, 2026, commissioners’ meeting, and it includes a permit renewal for the West Travis County Public Utility Agency.
What the permit covers. TCEQ Permit No. WQ0013594001 allows the agency to dispose of treated domestic wastewater at a daily average of no more than 1.8 million gallons a day by surface irrigation of 350 acres of public access land. The renewal also covers up to 232,590 gallons a day through a subsurface drip dispersal system on at least 53 acres of land without public access, and up to 567,410 gallons a day for direct potable reuse, meaning treated water returned to drinking water supply.
No discharge. TCEQ says the permit will not authorize any discharge of pollutants into water in the state. The treatment plant, effluent ponds and irrigation sites are in western Travis County along State Highway 71 near FM 620 and FM 2244, ZIP code 78738.
Hearing requests. The commissioners will also consider requests for a hearing or reconsideration, public comment and the executive director’s response to comments (Docket No. 2026-1095-MWD).
When and how to take part. The commissioners meet Wednesday, Oct. 21, 2026, at 9:30 a.m. at TCEQ headquarters in Austin (Building E, Room 201S), with the meeting also streamed on the TCEQ YouTube channel and open by Zoom and phone; connection details are in the agenda. People who want to speak on an item that is open for comment must register through TCEQ's Public Participation Form, by calling 512-239-3300 or by emailing agenda@tceq.texas.gov, and registration closes at 9:30 a.m. that day. The commissioners may take items out of order.
