Texas environmental commission, Oct. 21, 2026: TCEQ agenda covers new wastewater permits, a Waco water right, a Burleson concrete plant and more than 50 enforcement orders
The Texas Commission on Environmental Quality posted its final agenda for its Oct. 21, 2026, commissioners’ meeting in Austin. It includes a proposal to dismiss a Burleson-area concrete plant air permit, wastewater permits in Williamson, Travis and Gillespie counties, a City of Waco water right change, a Tarrant County water district’s request for new powers, and more than 50 proposed enforcement orders across Texas.

The Texas Commission on Environmental Quality (TCEQ), the state agency that issues air, water and waste permits, sent notice on Tuesday, Oct. 13, 2026, that the final agenda for its Oct. 21 commissioners’ meeting is posted. The meeting starts at 9:30 a.m. at TCEQ headquarters in Austin and is also streamed online.
The agenda is long. Besides a handful of permit decisions, it lists 56 proposed agreed enforcement orders covering air, water, drinking water and petroleum storage tank violations in counties across the state, plus the agency’s monthly enforcement report and closed sessions on legal and personnel matters. The agenda names each company or city and its county but does not list penalty amounts.
Below are the main decisions, with links to county briefs for the places most affected.
