NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be held on April 3, 2025, at 6:30 p.m. at Paterson City Hall Council Chambers, 155 Market Street, concerning the matter described below. The Department will take testimony on a proposed sheet-pile floodwall and riverside trail realignment along the Passaic River between Spruce Street and the Great Falls overlook. The draft environmental assessment evaluates temporary construction access from McBride Avenue, in-water work windows protective of anadromous fish, vibration limits next to mill buildings in the historic district, and a compensatory wetland planting of 1.4 acres on the opposite bank. The preferred alternative is a tied-back sheet-pile wall with a 12-foot-wide multi-use path on the landward side, three overlooks, and a reconstructed canoe launch. A no-build alternative and a setback levee alternative are also presented. Temporary cofferdams would occupy approximately 0.3 acre of riverbed during a single construction season. Night work is not proposed. The file includes a biological assessment, a Phase IA cultural-resources memo, and a draft compensatory-mitigation plan. Interested persons may inspect the documents at the Paterson Free Public Library and on the Department’s notice page. Written comments will be accepted for 30 days after the hearing.
