Reasonably Calculated
Due process asks whether notice was calculated to reach the person. A public URL helps a stranger find the text. It does not mail the known address.
Mullane and the cases that follow ask whether the method of notice was reasonably calculated to reach the interested person. That is a constitutional question about method, not a brand name for any website.
A public URL on a searchable register helps a stranger find the text by county, district, or search. That is useful after the weekly paper thins out. It is not the same act as mailing the last known address when the address is known.
When a statute still requires newspaper publication, a clerk site, or personal service, those duties remain. Placement on this register records what ran here. It does not claim to finish every other channel the code may still name.
The honest split is simple: searchable access for the public is one job; service on a known party is another. A reasonably calculated method may use both. Confusing them sells neither.
