NOAA and the National Hurricane Center publish outlooks and advisories. Those products have authors, disclaimers, and update cycles. A close paraphrase on a commercial archive does not become an official advisory.
A Florida bid for debris staging, or a hearing about a temporary use, should be written from the local agenda. You may say the work is seasonal. You should not paste an outlook paragraph into the legal text.
