What you can tell the file

After payment: a public notice page, a publication number, SHA-256 of the canonical text, an HMAC receipt, and a Base content-hash anchor. The chain stores the fingerprint — hash, publication number, notice id, timestamp — not the body. Full text stays on Notice Nearby. Verify recomputes the hash from the live page. That is not court acceptance.
