Cuba’s nickel shops, Hormuz toll rails, and rare-earth dependence
State listed Cuban nickel logistics on September 3. Treasury already named HormuzSafe. USGS still shows who mines the laterites.

State already named NICAROTEC and CEXNI
On September 3 Secretary Rubio designated five Cuban entities and one individual under E.O. 14404, including two shops that sit on the island’s nickel cash. Empresa de Servicios Comandante Rene Ramos Latour (NICAROTEC) is a state industrial-and-technical services firm that, State said, provides geological and mining support for the nickel sector. Empresa Importadora y Abastecedora del Niquel (CEXNI) imports specialized machinery and raw materials for nickel and cobalt. The same action named Banco Exterior de Cuba and a grandson of Raúl Castro. Property in the United States is blocked; U.S. persons generally may not deal with the listed parties. This is not a mine-by-mine production table. It is a public designation of the logistics layer that keeps laterite pits fed. USGS still publishes the tonnage. State published the names.

HormuzSafe is the digital-insurance rail through the Strait

On July 29 OFAC designated HormuzSafe Marine Services Authority, also written Hormuz Safe, and the Persian Gulf Marine Insurance Company for operating in Iran’s financial sector under E.O. 13902. Treasury’s release said the two firms sit inside an IRGC-backed scheme that forces commercial vessels to buy mandatory maritime “insurance” to transit the Strait of Hormuz — coverage for risks Iran itself largely creates — including payments in digital assets. An OFAC alert update tied the same names to earlier Persian Gulf Strait Authority designations and pointed readers to FAQs 1249, 1250, and 1257 on tolls and Iranian digital-asset exchanges. This desk is not inventing a new exchange. It is recording the already-designated insurance-and-toll layer on the same Gulf map as January’s Zanjani exchange listings. U.S. and non-U.S. persons risk exposure for engaging those services, even without a payment.

USGS still shows where the laterites and rare earths sit

The same MCS 2026 volume that opened yesterday’s brief is the place to read cobalt and nickel without a press office in the way. The cobalt chapter estimates Cuban mine production at 3,450 metric tons in 2024 and 2,000 tons in 2025, with 500,000 tons of reserves. It also reminds readers that laterite nickel-cobalt deposits in Cuba sit in the same world-resource sentence as Congo copper-cobalt and Australian and island laterites. USGS’s Cuba minerals page still lists Moa Nickel as a fifty-fifty joint venture that ships mixed-sulfide precipitate to Canada. None of that is a new discovery this week. It is the public geology underneath State’s September 3 logistics designations. If a later action names more nickel enterprises, the reserve table does not have to be rewritten. It is already in Reston.

July 24 already listed Zanjani’s support shops

Treasury’s July 24 release — sb0576 — designated four individuals and nine entities that, OFAC said, form key parts of Zanjani’s broader sanctions-evasion network: financial services, gold and gems, digital-asset trading, and transportation projects used to obscure ownership. The Department wrote that those shops supported the already-designated Zedcex and Zedxion exchanges from Turkey and the United Arab Emirates, including companies tied to Zanjani’s family. That is the public mid-summer increment between January’s exchange listings and yesterday’s HormuzSafe insurance rail. This brief does not preview a September 17 exchange name that is not yet on today’s docket. It records the July 24 support-shop list so a later BitBank action, if one is published, has a documented prior trail instead of a rewrite.
