The swarm

The only munitions class that can move on a two-year clock is cheap, attritable mass. Autonomy makes that mass aim. Factories make it exist. China is pairing both. The United States is writing strategies about both and still delivering exquisite rounds late.

What Ukraine and Iran taught

Ukraine showed that a mid-size state can throw millions of drones and robotic systems in a year if the design is simple, the parts are commercial, and the political system tolerates loss. One-way attack drones, first-person munitions, and sea drones changed the price of a hit. Iran-origin one-way drones showed the same math from the other side: cheap airframes, high volume, accept the miss rate.

A Pacific fight adds distance, weather, and a peer air-defense net. Cheap mass still matters because magazines of $2 million-plus missiles empty first. The replacement for a spent Tomahawk in week three is not another Tomahawk off a line that needs 34 months. It is a crate of one-way airframes and containerized cruise that a commercial shop can repeat.

Who can build it

China installs industrial robots by the hundreds of thousands a year. It dominates the magnets in the motors. It is fielding truck-launched swarms, loyal-wingman concepts, uncrewed surface and undersea craft, and “command brains” meant to coordinate them. That is industrial policy with a targeting stack on top.

The United States has stood up offices and funds for cheap mass: family-of-affordable-missiles efforts, low-cost cruise, containerized concepts, drone and counter-drone budget lines. Delivery still trails announcement. Prime-contractor culture is built to qualify a perfect round, not to print a good-enough round this quarter.

Where AI belongs

This is the correct marriage. Models on cheap airframes, boats, and decoys. Models on the counter-swarm problem. Models on battle-damage and reload. Not models as a substitute for the airframe. A swarm that exists only in a simulation is a press release.

Bottom line

If Part 2 is the magazine you already have, Part 7 is the magazine you can still make after it is empty. Fund the shops that can throw 10,000 ugly rounds, not the briefing that promises one elegant round in 2029.
