The chip

Controls without a foundry are a pause, not a wall.

Advanced logic is still the clearest American hardware lead. It is also the most leaky. Denying a wafer is not the same as denying a capability when the weights, the cloud, and the N-minus-one chip still move.

What the lead actually is

The United States designs the best AI accelerators. Taiwan fabricates the leading edge. High-bandwidth memory and packaging sit in a short allied chain. China can make some advanced chips at low yield and is years behind on the best process. That gap is real. It is also the gap Chinese labs have been routing around with distillation, third-country cloud, smuggling, and now licensed H200-class parts.

Policy whiplash

Controls tightened, then developed holes, then partially reopened. The administration cleared a path for Nvidia H200 sales to China with a revenue fee, a cap tied to U.S. sales, and licenses. Approvals went to major Chinese platforms. Shipments lagged because Beijing also ran its own dependency review and at times told firms to pause. By late summer 2026, reports put the first meaningful H200 deliveries into mainland hands at ByteDance and Tencent in the low tens of thousands, with most licensed volume still tangled in Hong Kong power and paperwork. The point is not the exact crate count. The point is that the wall is a gate with a clerk on each side.

Cloud access was the quieter hole. A chip that never crosses a Chinese pier can still train a Chinese model if the rack sits in a third country and the login sits in Shenzhen. Rules are now chasing remote access. Rules that chase last year’s path leave next year’s path open.

Distillation eats the moat

Chinese labs train on the answers of American frontier models and inherit capability at a fraction of the spend. Stanford-style indexes have shown the performance gap compressed to months. Open-weight Chinese models then sell that inherited competence cheap. The compute lead still matters for the next jump. It does not lock the last jump in a vault.

Geography

The leading-edge foundry is on an island China can put under missile and blockade pressure. That is not a chip-export problem. That is Part 3 and Part 9 wearing a cleanroom badge.

Bottom line

Keep the controls. Close the cloud hole. Build packaging and memory at home. Do not confuse a license ledger with a military monopoly. A pause is useful. A wall requires a foundry, a magnet, and a grid.
