Parish, Independent City, Borough
Virginia has 95 counties and 38 independent cities. Louisiana has parishes. Alaska has boroughs and census areas. The register follows the county equivalent.
Not every state hangs a sign that says County. Virginia’s independent cities keep their own books. Louisiana’s parishes do the same work under another name. Alaska uses boroughs and census areas.
The register follows the county-equivalent unit—the door where the books live—even when the legal name on the door is not the word County.
A House district may still join several of those units. The district hub is a join of doors. The parish, independent city, or borough remains the local shelf.
