What a Clerk Is Already Required to Put in Front of the County
Most of the paper a county already prints is not optional. A register may carry a second copy. A second copy is not the statute.
County clerks already post agendas, budgets, tax lists, and other instruments because a statute or local rule says so. Most of that paper is not optional marketing.
A public register may carry a second copy of a notice so a resident can search by county or district. The second copy helps access. It does not rewrite the duty the clerk already has.

The honest sentence is short: the clerk’s required posting is the duty; the register is a searchable shelf that may hold a copy.
