Agencies raise community-bank 18-month exam threshold to $6 billion

An interim final rule issued September 10, 2026, implements the 21st Century ROAD to Housing Act by lifting the asset cap for an 18-month exam cycle from $3 billion to $6 billion for well-rated institutions.

On September 10, 2026, the federal bank regulatory agencies issued an interim final rule that expands which community banks can qualify for an 18-month on-site examination cycle instead of a 12-month cycle.

Congress, in section 903 of the 21st Century ROAD to Housing Act, raised the total-asset threshold from $3 billion to $6 billion for certain supervised institutions. The interim final rule writes that higher ceiling into the agencies’ exam-cycle regulations for well-rated (CAMELS 1 or 2) institutions.
