The Federal Reserve Board on September 24, 2026, requested public comment on two proposals that would build a regulatory framework for Board-supervised payment stablecoin issuers under the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act).
The first proposal would require Board-supervised issuers to keep payment stablecoins fully backed at all times with certain permissible reserve assets, and it sets principles-based diversification standards. Staff materials also cover capital, permitted activities, a ban on paying yield solely for holding the coin, and risk-management rules.
The second proposal would set a tailored application process for Board-supervised banks that want to issue payment stablecoins. The Board’s press line says the comment period closes 60 days after the package appears in the Federal Register.
