Richmond Fed: CFO outlook steady, weaker for small and constrained firms

The third-quarter CFO Survey (Richmond and Atlanta Feds with Duke Fuqua), fielded Aug. 11–25 and released Sep 23, 2026, found general optimism but softer plans among smaller and financially constrained firms.

On September 23, 2026, the Federal Reserve Bank of Richmond posted the third-quarter CFO Survey press release. The survey is a collaboration of Duke University’s Fuqua School of Business and the Federal Reserve Banks of Richmond and Atlanta. Fielding ran August 11–25, 2026.

Corporate finance leaders reported general optimism about the U.S. economy and their own firms, according to the release. Optimism was uneven: smaller firms and firms with tighter finances looked weaker, and a smaller share of firms planned capital investment over the next six months than two quarters earlier.
