The Comment Period Is Notice
The 2030 residence rule takes comments through October 13, 2026. Administrative procedure is not Mullane.
A federal comment period is notice to a public that may want to find the docket after the clock stops. The text of the proposed rule, the dates, and the place to file comments are the substance.
Commerce’s proposed 2030 residence rule, as described in the stub for this paper, takes comments through October 13, 2026. That clock is administrative procedure. It is not the same constitutional test as Mullane service on a known party.
A register may hold the proposed rule and point to the docket so a county reader can open the same page the agency published. Holding the text is not the same as deciding who counts for apportionment.
After the comment clock stops, the docket still has to be findable. That is the narrow job of this paper: notice that can be found, labeled as rulemaking rather than as a court summons.
