Usual Residence Is Counted in a County, Not in a Slogan
Who is a person for apportionment is a constitutional sentence. Which county receives that person is a FIPS code. A register may hold the rule and the comment. It does not enumerate.
Usual residence is how the census decides where to count a person. Apportionment then uses those counts. The constitutional sentence and the FIPS code are related and not identical.
Commerce’s proposed 2030 residence rule, in comment through October 13, 2026 on the public docket described in the stub, is rulemaking text. A register may hold that text and the comment link so a county reader can find them.
Holding the rule is not enumeration. Notice Nearby does not count persons and does not redraw districts.
The county remains where a counted person lands in the published tables. Slogans do not assign a FIPS code. The paper’s job is to keep the rule findable and the honesty footer visible.
