HOUSTON — Phillips 66 reported that the Western Gateway Pipeline project has reached a final investment decision, moving from planning toward execution. The company describes a refined-products system meant to open a new supply path toward western markets.
Per the newsroom account, the project pairs an approximately 900-mile new-build segment from Borger, Texas, to Phoenix with Kinder Morgan’s existing SFPP West Line from Phoenix to Colton, California, which would be reversed. Initial capacity is stated as 230,000 barrels per day, with room described for later expansion. Phillips 66 would build and operate Borger–Phoenix; Kinder Morgan would operate Phoenix–California.
