Kentucky: all nine racetracks will post human trafficking warning signs through the First Lady’s awareness coalition
All nine of Kentucky’s racetracks have agreed to display posters that list warning signs of human trafficking and the National Human Trafficking Hotline number, the Governor’s office announced Oct. 13, 2026. The posters are in English and Spanish.
The Office of Kentucky Gov. Andy Beshear announced on Tuesday, Oct. 13, 2026, in Frankfort, that all nine of Kentucky’s racetracks are partnering with the First Lady’s Human Trafficking Awareness Coalition to help people spot and report human trafficking.
What changes. The racetracks will display human trafficking awareness posters like the signs already used at airports, hotels, convention centers and sports arenas. The First Lady’s Office developed the posters, which are in English and Spanish and are similar to federal airport ads.
The nine racetracks. Churchill Downs in Louisville; Cumberland Run in Corbin; Ellis Park in Henderson; Keeneland in Lexington; Kentucky Downs and The Mint in Franklin; Oak Grove in Oak Grove; Red Mile in Lexington; Sandy’s Racing in Ashland; and Turfway Park in Florence.
Warning signs on the posters. The posters list these indicators: no control of travel identification or documents; no control of one’s own money; no freedom of movement or social interaction; difficulty explaining reasonable travel plans; and a relationship that does not seem genuine, particularly between a parent or guardian and a child.
How it started. The release says First Lady Britainy Beshear, on behalf of the coalition, sent letters to the nine racetracks in September asking them to display the signs. Gov. Beshear created the 15-member coalition by executive order in March 2026 (https://governor.ky.gov/attachments/20260326_Executive-Order_2026-151_First-Ladys-Human-Trafficking-Awareness-Coalition.pdf); it includes people from public safety, law enforcement, health care, media and government, and the First Lady chairs it.
How to report. The state says anyone who suspects a child may be involved in commercial sexual exploitation should contact the Kentucky Department for Community Based Services at 877-KYSAFE1 (877-597-2331) or local law enforcement. Other suspected trafficking can be reported to the National Human Trafficking Hotline at 888-373-7888. In an emergency, call 911, or call Kentucky State Police at 800-222-5555.
