Oregon DLCD seeks feedback through Nov. 9 on Housing Accountability Office technical assistance funding

Oregon's Housing Accountability and Production Office (HAPO) is updating its Technical Assistance and Funding policies and is taking public feedback through Monday, Nov. 9, 2026. New funding would support voluntary compliance with housing laws, development code updates, model code implementation and one-time urban growth boundary expansions.

The Oregon Department of Land Conservation and Development (DLCD) Housing Accountability and Production Office (HAPO) asked for public feedback on proposed updates to its Technical Assistance and Funding policies and procedures.

What would change. Local governments would gain additional ways to request resources for voluntary compliance with housing laws, general development code updates that amend land use regulations, model code implementation, and one-time expansions of urban growth boundaries. HAPO seeks feedback on how new funding can support proactive voluntary compliance, reliable local implementation and fewer housing production barriers.

How to comment. Feedback is due Monday, Nov. 9, 2026. Email comments to DLCD.HAPO@DLCD.oregon.gov. After the period closes, HAPO will refine the amendments and publish revised documents; local governments may then request assistance on a rolling basis under the new policies.

More information. The feedback draft is posted with HAPO's materials at https://www.oregon.gov/lcd/HAPO/Pages/HAPO.aspx. HAPO continues to provide housing-law technical assistance through its inquiry form on that site.
