BE-15: Annual Survey of Foreign Direct Investment in the United States

The Bureau of Economic Analysis runs its mandatory BE-15 survey of majority foreign-owned U.S. businesses. Reports are due May 31, but only companies BEA contacts must file. FR 2026-05083.

Not every foreign-owned business in the United States has to fill out the Commerce Department’s BE-15 survey, only the ones the Bureau of Economic Analysis (BEA) reaches out to. “Entities not contacted by BEA have no reporting responsibilities,” the notice says.

The BE-15 is the Annual Survey of Foreign Direct Investment in the United States. It is mandatory for those contacted and is authorized by the International Investment and Trade in Services Survey Act. BEA says the data measure the size and economic significance of foreign direct investment in the United States and its effect on the U.S. economy. The survey asks about the operations of U.S. affiliates of foreign companies.

Who must report: each U.S. business in which a foreign person owns, directly or indirectly, more than 50 percent of the voting stock (or an equivalent interest in an unincorporated business). Which version of the form a company files depends on size thresholds: total assets, sales or gross operating revenues, and net income after taxes, positive or negative.

When and how: a report covering the fiscal year that ended during the previous calendar year is due by May 31. Reports can be filed at www.bea.gov/efile, and forms and instructions are at www.bea.gov/fdi. BEA estimates an average of 23.5 hours per response (OMB Control No. 0608-0034). BE-15 questions go to (301) 278-9247.

The notice ran March 16, 2026, alongside notices for other BEA surveys, including the BE-11 survey of U.S. direct investment abroad and the BE-185 survey of financial services transactions. It is signed by Paul W. Farello, Associate Director for International Economics. Contact: Kirsten Brew, Chief, Multinational Operations Branch, (301) 278-9152.
