Board finalizes stress-test transparency and capital-buffer changes

On September 30, 2026, the Federal Reserve Board finalized stress-test transparency changes and capital-buffer rules and requested comment on a fee-income model.

The Federal Reserve Board on September 30, 2026, finalized changes intended to make its supervisory stress test more transparent and publicly accountable while reducing volatility in stress-test-related capital requirements.

The Board said one final rule addresses annual public input on scenarios and model changes, the 2027 stress-test models, calendar adjustments, and global-market-shock testing. A second averages two recent supervisory stress-test results for stress-capital-buffer requirements beginning in 2028.

The Board also requested comment on a proposal to better capture differences in banks’ fee-income business models; comments are due 60 days after Federal Register publication.
