Passenger Vehicle and Light Truck Tires From Thailand: Preliminary Results and Rescission, in Part, of Antidumping Duty Administrative Review; 2024-2025

Commerce preliminarily finds passenger and light-truck tires from Thailand were sold below normal value in 2024–25, with a 1.14% margin for Sumitomo Rubber (Thailand). FR 2026-20779.

1.14 percent. That is the preliminary antidumping margin the Commerce Department calculated for Thai-made passenger vehicle and light truck tires in its latest annual review.

The International Trade Administration (ITA) reviewed sales from July 1, 2024, through June 30, 2025, under the antidumping order on these tires from Thailand (case A-549-842), in place since July 2021. It preliminarily found the tires were sold in the United States at less than normal value.

Who got which rate — Sumitomo Rubber (Thailand) Co., Ltd., the company examined individually: 1.14%. Five companies not individually examined (S.R. Tyres, Siam Rubber, Vee Tyre & Rubber, Yokohama Rubber and Yokohama Tire Manufacturing (Thailand)): 1.14%. For producers or exporters not covered by this or an earlier review, the cash deposit rate stays at 17.06%, the all-others rate from the original investigation.

The review was dropped for six company groups — Bridgestone, Deestone, General Rubber, Maxxis, Otani and Sentury — after the requests to review them were withdrawn. Deadlines in the case were pushed back by 47 days and then 21 more because of the 2025 government shutdown and the filing backlog that followed.

These are preliminary results. Case briefs are due no later than 21 days after the October 9, 2026, publication, rebuttal briefs five days after that, and hearing requests within 30 days, all through ACCESS (access.trade.gov). Contacts: Myrna Lobo, (202) 482-2371, or Jacob Saude, (202) 482-0981.
