Publication of Venezuela Sanctions Regulations Web General License 5W

Treasury’s OFAC formally publishes Venezuela General License 5W: dealings in the PdVSA 2020 8.5% bond are authorized on or after June 19, 2026. FR 2026-20012.

A sanctions license covering one Venezuelan oil-company bond is now in the Federal Register. The Treasury Department’s Office of Foreign Assets Control (OFAC) published General License 5W on September 30, 2026. It first posted the license on its website when it was issued on May 4.

The license covers one security: the Petróleos de Venezuela, S.A. (PdVSA) 2020 8.5 Percent Bond. On or after June 19, 2026, it authorizes transactions related to the bond, financing for it and other dealings in it that would otherwise be blocked by Executive Order 13835, as amended by Executive Order 13857, under the Venezuela Sanctions Regulations (31 CFR part 591).

GL 5W replaced General License 5V, dated March 19, 2026, in its entirety. It does not authorize anything else the Venezuela rules or other OFAC rules prohibit.

Who cares about this: bondholders, brokers, fund managers and bank compliance teams that handle Venezuelan debt. Publishing in the Federal Register makes the license part of the formal public record. Questions go to OFAC’s Assistant Director for Regulatory Affairs at 202-622-4855, or through https://ofac.treasury.gov/contact-ofac.
