Notice of Availability of the Final Environmental Impact Statement and Record of Decision for Navajo Transitional Energy Company's Navajo Mine No Name SMCRA…
OSM issues its final environmental impact statement and record of decision for the Navajo Mine “No Name” expansion on the Navajo Nation: 11,526 acres and about 503 million tons of coal. FR 2026-17785.
About 22 miles from Farmington, New Mexico, on the Navajo Nation, a coal mine is getting room to grow. The Office of Surface Mining Reclamation and Enforcement (OSM) says it will approve Navajo Transitional Energy Company’s (NTEC) permit application for the “No Name” area of the Navajo Mine.
OSM published one combined final environmental impact statement and record of decision, effective immediately. The permit area covers 11,526 acres of tribal land now used for grazing, next to the southern edge of the existing Navajo Mine. The project would allow 9,042 more acres of surface disturbance and about 502,984,700 tons of recoverable coal, extending the mine’s life to 2136. The first permit runs five years, with renewal possible for the life of the mine.
The Navajo Nation owns the surface and mineral rights. NTEC, created by the Navajo Nation, told OSM its goal is to keep supplying coal to the Four Corners Power Plant while it operates and to future customers if the plant closes. Plans include diverting Pinabete Arroyo into No Name Arroyo and realigning 7 miles of Burnham Road, with demand scenarios of 5 million or 15 million tons a year.
OSM weighed three options — no action, the proposed action, and an alternative that avoids mining through Pinabete Arroyo — and picked the proposed action. Topics studied include air quality and greenhouse gases, cultural resources, wildlife, water, noise and public health. Scoping drew 37 comment letters. The Bureau of Land Management, the EPA, and the Navajo Nation’s Department of Agriculture, Mineral Program and Department of Fish and Wildlife were cooperating agencies.
