Union Pacific freight train heading west at Colton, California, in San Bernardino County

Federal brief

Union Pacific Railroad Company-Discontinuance of Service Exemption-in San Bernardino County, Cal.

Union Pacific plans to stop freight service on about 2.76 miles of the Rialto Line in Rialto, California. Effective November 1, 2026, unless stayed; reconsideration petitions due October 22. FR 2026-20206.

Rialto, California (ZIP 92376): Union Pacific Railroad has told federal regulators it wants to end freight service on a short piece of track in town.

The line is part of the Rialto Line of the Baldwin Park Branch, from milepost 535.5 to 537.74 and from 537.78 to 538.3 — about 2.76 miles in all, in San Bernardino County. Union Pacific filed a notice of exemption with the Surface Transportation Board, which oversees freight rail. The railroad certified that no local or overhead traffic has moved over the line for at least two years.

Key dates. The exemption takes effect November 1, 2026, unless it is stayed. The deadline for stay requests and offers of financial assistance to keep service going was October 9. Petitions for reconsideration are due October 22, 2026. Union Pacific says it plans to complete the discontinuance on or after November 3.

This is a discontinuance, not an abandonment. That means Union Pacific is giving up its freight operating rights, and trail use or rail-banking conditions do not apply. Workers affected by the change are covered by standard federal labor protections.

Filings must cite Docket No. AB 33 (Sub-No. 353X). File through e-filing at www.stb.gov or by mail to the Surface Transportation Board, 395 E Street SW, Washington, DC 20423-0001, and send a copy to Union Pacific’s representative, Christine A. Neuharth, 1400 Douglas Street, MS 1580, Omaha, NE 68179.
