Generator Interconnection Programmatic Environmental Impact Statement
TVA is preparing one big environmental review for the power lines and substations needed to hook new generators to its grid. Draft expected fall 2026; final in early 2027. FR 2026-14605.
More people, more industry, more big new power users — the Tennessee Valley needs more electricity, and every new power plant has to be wired into the grid. The Tennessee Valley Authority wants a faster way to handle the environmental reviews for that wiring.
TVA plans a Programmatic Environmental Impact Statement, or PEIS, covering transmission work tied to generator interconnection requests across its whole power service area. That includes new and upgraded transmission lines, substations, switchyards, communication systems, access roads and underground parts.
How it would work: instead of a separate review for every hookup, TVA would set limits and use an Environmental Screening Checklist. Projects that stay inside those limits could move ahead under the PEIS. A site-specific review would be needed only when a project goes beyond them or needs extra consultation. TVA says it will still follow laws such as the Clean Water Act, the Endangered Species Act and the National Historic Preservation Act.
Timeline: scoping comments closed August 14, 2026. TVA expects to release a draft PEIS for public review and comment in fall 2026, and a final PEIS in early 2027. Project details are at www.tva.gov/nepa.
