EMERGENCY RULES
DEPARTMENT OF
FISH AND WILDLIFE
[Order 26-199—Filed September 22, 2026, 8:18 a.m., effective September 22, 2026, 8:18 a.m.]
Effective Date of Rule: Immediately upon filing.
Purpose: This emergency rule reduces the salmon daily limit in Catch Record Card Areas 8-2 and 9.
Citation of Rules Affected by this Order: Repealing WAC 220-313-06000W; and amending WAC 220-313-060.
Statutory Authority for Adoption: RCW 77.04.012 , 77.04.020 , 77.12.045 , and 77.12.047 .
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule excepts [exempts] the Edmonds public fishing pier from the previously announced emergency rule to reduce the salmon daily limit in Catch Record Card Areas 8-2 and 9. There are few public piers listed as open for salmon year-round under permanent rules and they are usually exempted from limit reductions, as they provide easy-to-access public fishing and their impact to fisheries is minimal. The Edmonds public fishing pier was inadvertently included in the previously announced rule. There is insufficient time to adopt permanent rules.

WAC 220-313-06000X Puget Sound salmon—Saltwater seasons and daily limits.
Effective immediately, through September 30, 2026, salmon rules for Catch Record Card areas 8-2 and 9, except for the Edmonds Public Fishing Pier are modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section unless amended by emergency rule remain in effect:
(1) Catch Record Card Area 8-2:
Catch Record Card Area 8-2, except the Tulalip Terminal Area (waters west of Tulalip Bay and within 2,000 feet of shore from the pilings at Old Bower's Resort to a fishing boundary marker approximately 1.4 miles northwest of Hermosa Point and not including waters east of a line drawn from Mission Point to Hermosa Point):
Immediately, through September 25: Salmon daily limit 1. Release Chinook and chum.
(2) Catch Record Card Area 9, except the Edmonds Public Fishing Pier:
Immediately, through September 30: Salmon daily limit 1. Release Chinook and chum.
