Published September 3rd, 2026 NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS September 3, 2026 City of High Springs 23718 W US Highway 27 High Springs, Florida 32643 (386) 454-1416 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of High Springs. REQUEST FOR RELEASE OF FUNDS On or about September 21, 2026, the City of High Springs will submit a request to FloridaCommerce for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as CDBG #25DB-N07 Flood and Drainage Improvements Project to make the following improvements to the stormwater drainage system in the City of High Springs: The project includes the installation of approximately 396 linear feet of storm pipe, reinforced concrete culvert improvements, approximately 967 linear feet of drainage swales with associated inlets, and construction of a stormwater pump station with associated force main piping and related appurtenances. All improvements will occur primarily within existing public rights-of-way and previously disturbed areas. The proposed project is intended to increase drainage capacity, reduce localized flooding, improve public safety, and enhance the long-term resiliency of the City's stormwater infrastructure for the benefit of the surrounding residential neighborhood. FINDING OF NO SIGNIFICANT IMPACT The City of High Springs has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at High Springs City Hall, 23718 W US Highway 27, High Springs, FL 32643 and may be examined or copied Monday through Thursday 7:30 A.M to 6 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Ashley Mauldin, Executive Administrative Assistant, City of High Springs at 23718 W US Highway 27, High Springs, FL 32643. Comments may also be submitted via email at amauldin@highsprings.gov . All comments received by September 18, 2026, will be considered by the City of High Springs prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of High Springs certifies to FloridaCommerce that Andrew Miller in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce\u2019s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of High Springs to use Program funds. OBJECTIONS TO RELEASE OF FUNDS FloridaCommerce will accept objections to its release of funds and the City of High Springs\u2019 certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of High Springs; (b) the City of High Springs has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to FloridaCommerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact FloridaCommerce to verify the actual last day of the objection period.
