Avon Street Design Hearing, Charlottesville

Who this is for

This paper is for the person who will search “October 22 Charlottesville Avon Street hearing,” and for the resident who lives near Route 742 and needs to know whether that result is a path or a school gym. Charlottesville is an independent city (FIPS 51540). It is not Greenbrier County, and it is not Albemarle County wearing a city name.

It is not a campaign for a shared-use path. It is not a campaign against one. VDOT and the City of Charlottesville already published the hearing. This register only keeps the hour findable.

The only clock

The Virginia Department of Transportation advertised a design public hearing for Route 742 (Avon Street) multimodal improvements in the City of Charlottesville: Thursday, October 22, 2026, 5:00 to 7:00 p.m., Monticello High School, 1400 Independence Way, Charlottesville, VA 22902. Open house. Plans on the tables. Staff in the room. Comments taken there.

If weather postpones the hearing, VDOT’s own notice already names the same school at the same hours on a later Thursday. This paper does not promote that spare date. The clock in force is October 22 unless VDOT says otherwise from the same page.

What UPC 124020 actually says

State project 3407-M03-001. Federal project STP-5104(348). Culpeper District. Partnership with the City of Charlottesville. About four-tenths of a mile on Avon Street between Druid Avenue and Route 1101 (Avon Court). A shared-use path along the east side. A new pedestrian bridge over Moores Creek, parallel to Avon Street. Bus stops upgraded. Crosswalks at key locations. Connection toward the Rivanna Trail.

VDOT’s hearing brochure prints an estimated total cost of $18.3 million. That is a brochure figure, not a bid tab and not an outlay. Status on the project page: proposed. Construction advertisement is described as later. Construction start is described as later still. Those later sentences are not this paper’s clock.

Plans and a Programmatic Categorical Exclusion are to be available at the hearing. Section 106 historic-property information is in that environmental packet. Property-impact and relocation sheets are to be on the table. Read what is on the table. Do not argue with a caption written before the table is set.

A hearing is not a letting

The Greenbrier paper dated a bid opening — file two becoming competitive. This paper dates a design hearing — file two still being drawn, with the public invited to mark the drawing. No apparent low bidder will be read at 5:00 p.m. No roller is scheduled for that night. A comment in the gym is not an award. An estimate on a brochure is not paid asphalt.

STP-5104(348) is a Surface Transportation Program number. Leave it as printed. Do not rebrand the project as a trail grant or a city bond because the path would touch the Rivanna Trail.

The notice names a bridge over Moores Creek. A wider river view is not that bridge. A trail tread photographed before the hearing is not the proposed Avon Street structure.

Why the independent city is the door

The advertisement could have been written as “a district project.” It names the City of Charlottesville and a 0.4-mile limit on a numbered route. That is enough geography. Albemarle County surrounds the city and does not get the tile. Culpeper District is the VDOT box that staffs the hearing. The door the stranger opens is still the city named in the notice.

A hallway sheet in Charlottesville that points a scan at the city hub can carry this hearing as a dated tile: October 22, 5:00–7:00 p.m., Monticello High School. That sheet is register traffic. It is not Legal Publication of VDOT’s advertisement. VDOT already published.

How to use the two hours

Arrive between 5:00 and 7:00. It is open house, not a lectern with a sign-in that closes at 5:01. Review the aerial exhibits. Ask the staff who are required to be there. Put a comment on the sheet in the room if you have one. The hearing record is the file this clock creates. Walking Avon Street afterward is not a substitute for the sheet.

What this paper will not do

It will not treat a shared-use path as a moral about a city council. It will not add $18.3 million to a statewide total and call the sum Virginia’s take. It will not move construction into this October. It will not pretend Charlottesville is a county, or that Albemarle is the applicant.

Closing

Thursday, October 22, 2026, 5:00–7:00 p.m., Monticello High School, 1400 Independence Way, Charlottesville. That is when the plans for four-tenths of a mile on Avon Street are on a table in a named room. Come for the drawings. Do not come asking this paper to pour the path.

A design hearing is a public window in a named school. It is not a trail. Date the gym. Name the city the notice already named.
