What is named

Call 011. Contract 2026130014. Asphalt paving, Renick to the Pocahontas County line.

What the notice names: Copy the fields. Do not improve them.

Who this is for

This paper is for the person who will search “October 20 Charleston highway bids,” and for the Greenbrier County reader who will want to know whether that search result is a road or a room.

It is not a contractor circular. It is not a claim that this project uses a particular year’s Appalachian corridor set-aside. The federal project number on the advertisement is STBG-0219(442)D — Surface Transportation Block Grant, on U.S. 219. Read the number that is printed. Do not swap in a more famous program because the county sits in Appalachia.

The only clock

The West Virginia Department of Transportation, Division of Highways, published a notice to contractors: bids will be received electronically through Bid Express, and by sealed proposal only when prequalification is waived, at its office in Building 5, Room 843, 1900 Kanawha Boulevard East, Charleston, until Tuesday, October 20, 2026, at 10:00 a.m. Eastern Standard Time. The bids will be downloaded and/or opened and read publicly thereafter.

That sentence is the paper. Everything else is how to read it. The work is in Greenbrier County. The opening is in Charleston. Those are not two clocks. They are one advertisement with a work limit and a receipt room.

What Call 011 actually says

Contract 2026130014. State project S313-219-31.83 00. Federal project STBG-0219(442)D. Description: asphalt paving. Named limits: Renick – PCL Road; begin 0.11 mile north of CR 219/1; end at the Pocahontas County line. County: Greenbrier.

Proposals from prequalified and West Virginia licensed contractors, except that on federal-aid projects a contractor’s license is not required at the time of bid but is required before work can begin. Registration with the Division of Purchasing is required. A proposal guaranty bond of $500 or five percent of the total bid, whichever is greater, must accompany the bid. Deferment, if any, will be posted on Bid Express.

Those are procurement sentences. They belong on a register because they are how a federal-aid dollar becomes a public hour in a named room. They are not a quantity of tons. They are not a completion date. The advertisement in hand does not print a dollar estimate on the face of the notice this paper is reading. Do not invent one.

File two, not file three

A bid opening is the moment file two becomes competitive. The appropriation already existed in the Surface Transportation Block Grant and in whatever state match the proposal requires. The award will exist after the Division reads the tabs and the commission or commissioner accepts a low bid that is responsive. File three begins when a contractor is paid to put asphalt on U.S. 219 in Greenbrier County. File four is whatever change order, liquidated-damage entry, or later audit names this contract number.

Opening the bids on October 20 does not pave Renick. Rejecting the bids does not un-appropriate the program. A low bid that is later withdrawn is still a public number that was read in Room 843. Keep the verbs on the right files.

The country U.S. 219 climbs through is not a stationing on contract 2026130014. A county name on a federal-aid notice still matters. The work named in Call 011 is asphalt on U.S. 219 from Renick toward the Pocahontas line.

Why Greenbrier is the door

The notice could have been written as “a state paving job.” It was not. It names a county, a begin station relative to a county route, and an end at another county’s line. That is how a stranger finds the work without driving the corridor.

Greenbrier County (West Virginia, FIPS 54025) is the geography the advertisement already chose. Charleston is only the room where the envelope is opened.

A county QR sheet that points a hallway scanner at Greenbrier’s hub can carry this letting as a dated tile: October 20, 10:00 a.m., Call 011. That sheet is register traffic. It is not statutory publication of the Division’s advertisement. The Division already published. This register only keeps the hour findable.

How to sit in the room without being a bidder

The advertisement says the bids will be downloaded and/or opened and read publicly after 10:00 a.m. Bid Express is the electronic door. A resident who is not prequalified cannot bid and does not need to. The public job is to hear the numbers, write down the apparent low bidder if one is announced, and wait for the award status the Division later posts. Hearing a number is not awarding a contract.

If the letting is deferred, the same room and the same clock logic apply on the new date the Division posts. This paper will not invent that date. The only clock printed here is the one on the notice now in force.

What this installment will not do

It will not treat a Greenbrier paving call as a score of a governor or a president. It will not add this contract to a statewide IIJA total and call the sum “West Virginia’s take.” It will not pretend STBG is ADHS because both programs pay for roads in the mountains. It will not print a closeout. The asphalt is not down.

Closing

Tuesday, October 20, 2026, 10:00 a.m. Eastern, Building 5, Room 843, Charleston. That is when the state will read who wants to pave a named stretch of U.S. 219 in Greenbrier County. Come back after the tabs if you want file two to become an award. Do not come back asking this paper to move the roller.

A bid opening is a public hour in a named room. It is not a road. Date the room. Name the county the notice already named.
