FERC Opens Scoping on Relicensing the Ogdensburg Dam on New York's Oswegatchie River; Environmental Comments Due November 4
The Federal Energy Regulatory Commission is taking scoping comments through November 4, 2026 on the environmental review for a new license for Ampersand Ogdensburg Hydro's 2,980-kilowatt Ogdensburg Hydroelectric Project, a 12-foot concrete dam with a 290-acre impoundment on the Oswegatchie River in Ogdensburg, St. Lawrence County, N.Y.

The Federal Energy Regulatory Commission (FERC) published a Notice of Scoping Period Requesting Comments on Environmental Issues in the Federal Register on October 8, 2026 (FR Doc. 2026-20656, 91 FR 64372) for relicensing the Ogdensburg Hydroelectric Project (Project No. 9821-109) on the Oswegatchie River in the city of Ogdensburg, St. Lawrence County, New York.
The applicant, Ampersand Ogdensburg Hydro, LLC of Boston, filed for a new license on May 30, 2025. FERC staff will prepare a National Environmental Policy Act document on the effects of relicensing and say they do not plan to issue a separate scoping document.
The dam and river
According to the notice, the project includes:
- A 504.5-foot-long, 12-foot-high concrete dam with a 330-foot ogee spillway (crest elevation 258.0 feet NGVD 29) and a non-overflow section with three 9-foot sluice gates.
- A powerhouse with five 596-kW Kaplan turbine-generators, 2,980 kW in total.
- An impoundment of about 290 acres at normal maximum elevation.
- Two tailraces that return water to the Oswegatchie: one immediately below the dam and one about 620 feet downstream.
- A trailer boat access site and parking on the impoundment's east shore.
How to comment
- Deadline: 5:00 p.m. Eastern, November 4, 2026.
- Comments should focus on environmental effects and reasonable alternatives, such as fish passage, river flows, water quality and recreation.
- File through FERC eFiling, or eComment for short comments of up to 10,000 characters. Paper copies go to the Secretary, FERC, 888 First Street NE, Room 1A, Washington, DC 20426. Label filings "Ogdensburg Hydroelectric Project (P-9821-109)."
- FERC notes the application is not yet ready for environmental analysis. Scoping comes first.
