FERC Says Dominion Energy's Stevens Creek Hydroelectric Relicensing on the Savannah River Is Ready for Environmental Review; Comments Due December 6

The Federal Energy Regulatory Commission says Dominion Energy South Carolina's application for a new license for the 17.28-megawatt Stevens Creek Hydroelectric Project, on the Savannah River between South Carolina and Georgia, is ready for environmental analysis. Comments and agency conditions are due December 6, 2026.

The Federal Energy Regulatory Commission (FERC) has issued a notice that the relicensing application for the Stevens Creek Hydroelectric Project (Project No. P-2535-129) is ready for environmental analysis. FERC is asking for comments, recommendations, terms and conditions, and prescriptions. The notice is on Federal Register public inspection as FR Doc. 2026-20881.

The project

  • Applicant: Dominion Energy South Carolina, Inc.
  • Application: new major license, filed October 27, 2023
  • Location: where Stevens Creek meets the Savannah River, in Edgefield and McCormick counties, South Carolina, and Columbia County, Georgia. About 104 acres are federal land run by the U.S. Forest Service.
  • Facilities: a 2,400-acre reservoir holding 23,699 acre-feet, a dam with flashboard sections, an inoperable navigation lock, and a three-story brick powerhouse with eight generating units totaling 17.28 megawatts
  • Recreation: the Stevens Creek recreation site and the Fury's Ferry boat ramp, among others

Why it matters locally
