FERC Docket CP26-582: Florida Gas Transmission Seeks to Relocate Mainline Pipe Near Baton Rouge Flood Project
FERC prior-notice request in Docket CP26-582-000 would abandon about 1.59 miles of mainline pipe and build about 1.58 miles of replacement pipeline in East Baton Rouge Parish, Louisiana — protest deadline November 27, 2026.

The Federal Energy Regulatory Commission (FERC) published a prior-notice request from Florida Gas Transmission Company, LLC (FGT) for work on its existing mainline system in East Baton Rouge Parish, Louisiana. The filing sits in Docket No. CP26-582-000 and appeared in the Federal Register on October 1, 2026.
FGT asks to abandon three segments totaling about 1.59 miles of one 24-inch-diameter and two 30-inch-diameter mainline pipelines (with appurtenances), then relocate and construct three generally parallel replacement segments totaling about 1.58 miles of 24-inch and 30-inch mainline pipe. The company says the move is needed to avoid conflicts with the Brooks Lake Diversion Canal Project. Estimated cost: $26 million.
Why the pipe is moving
The Brooks Lake Diversion Canal Project is part of the Comite River Diversion Canal Project under the Water Resources Development Act of 1986. Partners named in the notice include the U.S. Army Corps of Engineers, Louisiana Department of Transportation and Development, Amite River Basin Commission, and East Baton Rouge Parish. The flood-protection work is aimed at the Lower Comite and Lower Amite River basins in the greater Baton Rouge area.
This is a blanket-certificate prior notice under Natural Gas Act regulations (18 C.F.R. §§ 157.205, 157.208, 157.210, and 157.216) and FGT’s blanket certificate in Docket CP82-553-000 — not a brand-new certificate case from scratch.
Public participation clock
FERC sets 5:00 p.m. Eastern Time on November 27, 2026 as the deadline to file protests, motions to intervene, or comments. There is no fee for those filings. If no protest is filed in time — or a protest is filed and then withdrawn within 30 days after the protest window — the activity can be deemed authorized the day after the protest period. If a protest stays up, the Commission considers the request.
Intervenors keep rehearing and court-challenge rights that commenters alone do not. FERC’s Office of Public Participation: (202) 502-6595.

What this is — and is not
This brief tracks a public FERC notice about relocating existing mainline pipeline away from a local flood-diversion corridor. It is not a retail electric rate case and not a decision on the Comite River flood project itself. Read the Federal Register notice and the eLibrary file before relying on any deadline.
