Nevada Gaming Control Board Meets Oct. 7: 26 License Items, Two Appeals and a Rules Review
The Nevada Gaming Control Board meets Wednesday, Oct. 7, 2026, at 9 a.m. in Las Vegas. It will review 14 nonrestricted and 12 restricted license items, hear a casino-patron dispute appeal and a gaming-worker appeal, and ask which state gaming rules should be cut or simplified for a report to the Governor. The Nevada Gaming Commission makes final decisions Thursday, Oct. 22, at 10 a.m. Anyone may speak at public comment for up to three minutes.

Nevada has no state lottery. Casinos, slot routes, sportsbooks and gaming companies answer to two state bodies instead. The three-member Nevada Gaming Control Board investigates and recommends. Its members are Chairman Mike Dreitzer, Hon. George Assad (Ret.) and Chandeni K. Sendall. The five-member Nevada Gaming Commission, chaired by Hon. Jennifer Togliatti (Ret.), casts the final vote on licenses and rules.
The Board meets at 9 a.m. Wednesday, Oct. 7, 2026, in Room 1 of the Nevada Hearing Rooms Building in Las Vegas. The Commission meets at 10 a.m. Thursday, Oct. 22, 2026, in the same building. Both meetings are in person and also run on a remote technology system, the agenda says.
The Board's day has three parts. At 9 a.m.: public comment, approval of the September disposition (the record of what happened last month), and 14 nonrestricted license items. At 1:30 p.m.: 12 restricted license items, one casino-patron dispute appeal and one gaming-employee registration appeal. At 2:30 p.m.: the regulations agenda, an informational item on the 2027 meeting calendar, and a second public comment.
Nonrestricted licenses cover big casinos, sportsbooks and gaming companies. Restricted licenses are for places like bars, taverns, restaurants and stores where slot machines are a side business. Under Nevada law, a restricted location may have no more than 15 slot machines and no other games.
How to take part
Public comment is open at the start and end of the Board meeting. Each speaker may be limited to three minutes. The agenda says comments may be limited by time, but not by viewpoint. Comment is made in person.

Nonrestricted items (casinos, sportsbooks, companies)
Item 1: Konami Group Corporation and two subsidiaries, Konami Gaming, Inc. and Konami Australia, seek approvals tied to a continuous or delayed public offering of securities.
Item 2: Circus Circus Hotel and Casino in Las Vegas — Christopher Phillip Ruffin, vice president, for licensure as a key executive. Item 3: Aria Resort & Casino and Park MGM — Sean Christopher Lanni, president and chief operating officer, for a finding of suitability and licensure as a key executive. Item 4: The M Resort Spa and Casino in Henderson — Hussain Ahmed Mahrous, vice president and general manager.
Item 5: GLM Gaming LLC, doing business as Barton's Club 93 in Jackpot (Elko County) — applications to issue membership interest and to license three members, Chad Alan Mostats, Frank Palmieri Jr. and Venkata Krishna Rao Medabalmi, at 10.466 percent each.
Item 6: Harrah's Laughlin and Tropicana Laughlin Hotel & Casino — Amber Marie Herrington, senior vice president and general manager, for licensure as a key employee.
Item 7: Boomer's Sports Book LLC at El Capitan Lodge & Casino in Hawthorne (Mineral County) — application for a nonrestricted license for a race book and sports pool only, plus off-track pari-mutuel race and sports wagering. El Capitan Lodge Casino, LLC asks to receive a percentage of that race book and sports pool revenue.
Item 8: Bluberi Gaming companies — two directors, Newton Gershon Zev Glassman and Andrew James Burke, for findings of suitability and licensure. Item 9: Sahara Las Vegas and its parent — Edith Lavoie, chief financial officer. Item 10: Grand Sierra Resort and Casino in Reno — Christopher Neil Balaban, chief financial officer and chief compliance officer. Item 11: Empire Technological Group Limited, doing business as Aruze Gaming Global — Mark Allen Hettinger, president and chief legal officer.
Item 12: The Timothy P. Herbst Gaming Trust — Hollen Maggi Herbst, for a finding of suitability as a beneficiary. Item 13: Klondike Sunset Casino in Henderson — David Michael Nolan, regional general manager, for licensure as a key employee, with requests to withdraw two related applications. Item 14: Golden Route Operations at Lucky's Casino in Silver Springs (Lyon County) — a second waiver of the six-month limit on a slot-machine license the Commission approved in October 2025.
Restricted items (bars, taverns, stores)
Item 1 was removed from the agenda. The other 12 restricted items are: Blue Ox Central in Las Vegas (a key employee and a gaming trust); Arty's Steakhouse in Las Vegas (new restricted license); Stacked Bar & Grill in Las Vegas (new restricted license); Seventy Six Tavern Kyle Canyon in Las Vegas (new restricted license, plus one withdrawal request); and Dotty's #236 in Las Vegas (restricted license).
Also: Crossroads Lounge in Carson City (a 2 percent transfer of interest); two 7-Eleven stores, one in Las Vegas and one in Henderson, where Short Line Gaming runs the slots and a store operator would get a share of revenue; US Market Sparks in Sparks (Century Gaming Technologies); Rosie's Place in Wellington and DD Liquor & Moe in Minden (both Golden Route Operations); and Terrible's #404 in Las Vegas (JETT Gaming).
Two appeals
Casino-patron dispute appeal, under NRS 463.363: Brian Darmanin v. Caesars Entertainment, Inc./World Series of Poker, case 25LV00551. The hearing examiner recommends dismissal of the case.
Gaming-employee registration appeal, under Commission Regulation 5.109: Samuel Flores, case 24LV00470. The hearing examiner recommends that the Board's objection be reversed. The Board decides both appeals.
Rules on the table
Regulations item 1 asks which Nevada Gaming Commission rules should be streamlined, clarified, reduced or removed. The list goes into a report to the Governor's Office under Executive Order 2026-003. The Board's posted list includes, for example: a way for enrolled agents to withdraw (Regulation 10.060); clearer search rules in racing areas (30.222); an updated definition of a "maiden" horse (30.097); pointing problem-gambling materials to Nevada resources (5.170); and letting a closing business dispose of its gaming license instead of physically returning it (9.010). People may bring more ideas to the meeting.
Regulations item 2 is the proposed rewrite of Technical Standards 3 and 5 through 13, the testing rules for slot systems, kiosks, online gaming, race and sports, keno, bingo, cashless wagering and table-game systems. Our separate paper on fall rule changes has the dates.

2027 meeting calendar
The informational item is the draft 2027 schedule. It lists the first Board meeting on Jan. 14, 2027, and the first Commission meeting on Jan. 27, 2027, both in Las Vegas. Board meetings set for Carson City are April 7–8, July 7–8, Sept. 1–2 and Nov. 3–4, 2027. The July 22, 2027, Commission meeting is also set for Carson City. The schedule says it is subject to revision. Board meetings start at 9 a.m. and Commission meetings at 10 a.m. unless noticed otherwise.

No item on the Oct. 7 agenda lists a Nye County location. The most recent Nye County item was in September: on Sept. 17, 2026, the Commission approved, with a condition, a revenue-share license tied to Romero's in Pahrump. We wrote that up separately.
