On Monday, October 12, 2026, at 6:30 p.m. Central Daylight Time, the Bloomington City Council holds a public hearing in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431. The council will consider, and possibly adopt, the proposed assessment roll for street improvements on a list of named streets.

The place is given as the city notice names it.

What the notice covers

The notice is for a posted public hearing on a proposed assessment roll for street improvements under Minnesota Statutes sections 429.011 to 429.111. The work listed is excavation, curb and gutter, grading, base construction, bituminous resurfacing, turf restoration and landscaping.

The total estimated cost is about $8.6 million. The estimated assessments are about $791,000.

Assessments would be payable in installments over 10 years at 5.5% interest from the date of adoption, with the first payment due May 15, 2027.

Streets named in the notice

The notice names specific segments in south Bloomington: West Bush Lake Road, Park Knoll Circle, Xylon Circle, West 83rd Street, Wyoming Avenue, West 91st Street, West 88th Street, West 87th Street, Logan Avenue, James Avenue, Irving Avenue, Humboldt Avenue and Fremont Avenue.

What this hearing is, and what it is not

A hearing is not an adoption. "Possibly" is the notice's own word, so the council may or may not adopt the roll that evening.

A special assessment is not a general property-tax levy, and it is not the letting of a construction contract.

Where it sits

This is a City of Bloomington hearing in Hennepin County, Minnesota (FIPS 27053), whose county seat is Minneapolis. It is not a county board meeting.

It is separate from the parking-code amendment hearing on the same evening and from the 5:45 p.m. listening session in the Haeg room.
